Only Ukraine can decide whether to negotiate with Putin – Kirby

Decisions on the terms of the end of the war and negotiations with the Russian dictator Volodymyr Putin should be made by the President of Ukraine, Volodymyr Zelenskyy.
This was stated by the coordinator of the National Security Council of the White House John Kirby at the briefing, answering the question whether it is time for Ukraine to think about negotiations with the Russian Federation against the background of the fact that Congress cannot approve new aid.
– You will not be completely satisfied with my answer. It is President Zelenskyy who must determine how and when this war will end, as well as under what conditions he is ready to negotiate with Putin, – Kirby said.
According to him, Ukraine still faces the threat of a massive presence of Russian troops, and their number is only increasing due to the fact that the Kremlin is recruiting new troops.
– They are probably not going to just sit on the defensive throughout the winter, – added the coordinator of the National Security Council of the White House.
At the same time, Kyiv wants to get more opportunities not only to defend, but also to counterattack. Therefore, it is the president of Ukraine who must determine what the future strategy will be.
– What we want from the beginning of this conflict is to be certain that he (Zelenskyy, – Ed.) has the tools for this. And these tools are about to exhaust themselves, – added Kirby.
Earlier, the coordinator of the National Security Council of the White House, John Kirby, said that the US aims to provide more weapons to Ukraine , and the supply process is complicated by the fact that Congress has not yet approved a package with additional funding, which would provide for the assistance of the Armed Forces.
