The Ukrainian agreement was concluded at the NATO summit: what kind of document is it, which countries signed it

Following the results of the NATO summit in Washington, 23 countries and the European Union signed the Ukrainian Treaty on Security Assistance for Ukraine, which fixes long-term military and defense support and a mechanism for emergency consultations between partners in case of escalation of the ongoing war or possible aggression in the future.

Ukrainian agreement: what is stipulated in the document

It became an addition to the G7 Joint Declaration agreed a year ago at the NATO summit in Vilnius. It has already been joined by 32 participants, including 23 leaders of countries with which Ukraine has concluded bilateral security agreements.

– We confirm that the security of Ukraine is an integral part of the security of the Euro-Atlantic region and beyond, and that we intend to support Ukraine until it defeats Russian aggression, – the document says.

The signatories undertake to provide Ukraine with the opportunity to successfully defend its freedom, independence, sovereignty and territorial integrity already today and deter acts of aggression in the future.

The parties undertake:

  • support Ukraine’s urgent defense and security needs, in particular by providing military aid and economic support, working bilaterally and through existing multilateral mechanisms;
  • accelerate efforts to build future armed forces by 2027 with a possible extension in the 2030s;
  • in the event of a future armed attack by the Russian Federation on Ukraine after the end of the current war, to quickly and collectively meet at the highest level to determine the appropriate next steps regarding its support, as well as the imposition of economic and other penalties on Russia.

The signatory countries also undertook to fulfill the clauses of this agreement while Ukraine’s path to full membership in the EU and NATO continues.

– Other countries that wish to contribute to these efforts aimed at ensuring a free, democratic, independent and sovereign Ukraine may join this Treaty after concluding a bilateral agreement or agreement with Ukraine in the field of security, the document says.

Zelenskyy on the Ukrainian agreement

US President Joseph Biden and Ukrainian President Volodymyr Zelenskyy spoke during the adoption of the document.

Zelenskyy noted that during the year, active work continued on a reliable architecture of security guarantees that strengthen Ukraine, although it does not change the goal of becoming a member of NATO.

– I thank President Biden for his leadership and all efforts to ensure that our security cooperation is filled with decisive actions. There are 23 strong agreements, and there will be more with other countries… The Ukrainian agreement brings our relations to a new level. A significant achievement for Ukraine and all of us, – the head of state emphasized.
