The head of the IAEA presented a plan to protect the occupied ZNPP

The Director General of the International Atomic Energy Agency (IAEA), Rahael Grossi, presented five principles for protecting the Russian-occupied Zaporizhzhia nuclear power plant from nuclear accidents.

The head of the IAEA said this during a speech at the UN Security Council.

According to him, the plan is a set of principles agreed upon during consultations with the leadership of Ukraine and Russia after his visit to the ZNNP in September 2022.

– As a result of these intensive consultations, I defined the following specific principles that will help ensure nuclear and physical nuclear safety at the ZNPP to prevent a nuclear accident and ensure the plant’s inviolability. I consider these obligations important for avoiding the danger of a catastrophic incident, – he said.

The principles presented by the Director General of the IAEA are as follows:

  1. Failure to carry out attacks from or against the plant, especially against reactors and spent nuclear fuel storage facilities;
  2. Prohibition on the storage of heavy weapons or military personnel that can be used for an attack;
  3. Provision of uninterrupted external power supply of the enterprise;
  4. Protection of all structures, systems and components important for the operation of the station from attacks or sabotage;
  5. Prohibition on the use of any actions that would undermine these principles.

– I solemnly ask both sides (Ukraine and the Russian Federation, – Ed.) to adhere to these principles, – he added.

IAEA experts who work directly at the ZNPP are responsible for monitoring compliance with these principles.

Grossi asked the 15 members of the Security Council to support the five principles, stressing that they “will not harm anyone and will benefit everyone.”
