Ukraine and Japan sign a security agreement: what does it mean

Ukraine and Japan have signed a 10-year security agreement under which the Japanese government will allocate $4.5 billion in 2024 alone.

This was announced on the social network X (formerly Twitter) by President of Ukraine Volodymyr Zelenskyy.

– At the G7 summit, I have just signed a security agreement between our countries with Japanese Prime Minister Fumio Kishida. It is a unique document with one of the most economically and technologically developed countries in the world,” Zelenskyy said.

According to the President, Japan will provide Ukraine with $4.5 billion in 2024 and will support Ukraine “throughout the entire 10-year term of the agreement.”

What does the security agreement with Japan provide for?

The Head of State said that the security agreement with Japan provides for

  • assistance in security and defence;
  • cooperation in the humanitarian, technical and financial spheres
  • joint work to implement the points of the Peace Formula;
  • sanctions against Russia and holding it accountable.

– We appreciate that Japan will also work with Ukraine to rebuild and restore. For Japan, this type of agreement and this level of support is a breakthrough. We see this and we thank you for Japan’s solidarity with our country and people, for everything you do to protect life and international law,” Zelenskyy wrote.

It is noteworthy that the text of the agreement itself, which was published on the website of the Office of the President of Ukraine, states that this agreement does not prevent Ukraine from pursuing its future membership in the Euro-Atlantic community.

In addition, this agreement may be terminated by either party at any time by written notice of its intention to terminate the agreement to the other party. In this case, the agreement will be terminated six months after the date of receipt of the notice.

The agreement also specifies other areas covered by the security agreement, namely

  • cyber security;
  • countering foreign information manipulation and interference;
  • combating serious and organised crime;
  • order at sea;
  • industrial cooperation;
  • countering chemical, biological, radiological and nuclear (CBRN) threats.

Today, during the G7 summit in Italy, Ukraine and the United States are also expected to sign a security agreement.
