What is deregistered during martial law?
During the general mobilization, all persons liable for military service must undergo a medical examination. It is the medical commission that determines the state of health and concludes whether a person is fit for service or not.

Categories of unfitness
The legislation of Ukraine establishes three categories of unfitness for military service:
- limitedly fit;
- unfit for military service in peacetime, but limitedly fit in wartime;
- unfit for military service, excluded from military registration.
Only the Military Medical Commission (MMC) has the right to make a conclusion on unfitness for military service.
What does it mean to be excluded from the military registration?
The list of people who are not subject to conscription is defined in Article 23 of the Law of Ukraine On Mobilization Training and Mobilization.
According to the law, persons liable for military service who are recognized by the Military Qualification Commission as temporarily unfit for military service for health reasons or completely unfit with exclusion from the military registration are not subject to mobilization.
In general, being removed from the military register means that a person is completely unfit for service and is not subject to mobilization.
However, if a conscript is found unfit for service before the outbreak of a full-scale war, he may be summoned to a medical commission to check his health again.
A wide list of diseases that are not accepted to the army in peacetime is significantly narrowed during martial law. Therefore, even if you have a mark excluded from military registration, you can still be mobilized during martial law. Of course, it will depend on the conclusion of the military commission.
If the medical commission decides that you can serve in military commissariats, institutions, organizations, educational institutions, you will be mobilized. That is, you will not be taken to the zone of active combat operations, but will be recognized as partially fit.
However, if your health condition is extremely unsatisfactory, you will be declared unfit for service.
