Russia is trying to combine autumn conscription with secret mobilization – ISW

On Tuesday, November 1, the Russian Defense Ministry launched a wave of autumn conscription amid reports of continued secret mobilization across the country.
This is reported by the Institute for the Study of War (ISW). It is noted that Russia hopes to draft 120 thousand young men.
According to the head of the Main Organizational and Mobilization Department of the General Staff of the Russian Federation Yevhen Burdinsky, the recruits allegedly will not participate in hostilities and will not serve in the occupied territories of Ukraine.
ISW reminds that the Russian Federation has been conducting such conscription for decades and “should be able to effectively carry out this process”. Therefore, any possible problems with the implementation of the autumn draft will indicate that the “partial mobilization” and the war in Ukraine have complicated the standard procedure.
At the same time, numerous Russian sources report that the military commissariats of the Russian Federation continue to covertly mobilize men after the authorities announced its alleged completion.
