The Kremlin has planned another hybrid campaign against Ukraine to undermine the legitimacy of President Volodymyr Zelenskyy and the state’s leadership among countries that are allegedly Russia’s allies or partners.

This was reported by the Defence Intelligence of Ukraine. According to the DIU, in mid-December, a meeting of the Russian Institute of CIS Countries, which is controlled by the Vladimir Putin administration and funded by the Russian budget, took place in Moscow.

The topic of discussion was the war against Ukraine. During the discussion, the Kremlin’s pseudo-experts concluded that the Ukrainian command had switched to positional defense.

In this way, Ukraine will be able to disrupt the Russian offensive in the winter and spring of 2024, strengthen its defense lines, reinforce its air defense systems, accumulate ammunition, and form a combat-ready reserve.

According to various estimates, this scenario will make it impossible to further seize Ukraine by force. The Kremlin has stated that any cessation of hostilities and Ukraine’s retention of access to the Black Sea are allegedly unacceptable.

At the meeting in Moscow, the pseudo-experts called for a powerful information campaign against Ukraine’s top military and political leadership, using the theme of “the next presidential election” to undermine Zelenskyy’s legitimacy among his citizens and other countries.
