For this purpose, the National Police has created an interagency information database called War Criminal.

As of 3 August, the database contains data on 232,131 people. Among them:

  • 197,857 – Russian military personnel;
  • 3,522 – representatives of illegal armed groups and mercenaries of private military companies;
  • 3,267 – collaborators and traitors of Ukraine;
  • 401 – representatives of the military and political leadership of the Russian Federation.

All identified individuals are involved in criminal proceedings.

Law enforcement officers identify criminals and then enter their data into the database. This makes it possible to prove the occupiers’ involvement in a particular crime in Ukraine.

Ukraine also shares information about the occupiers with partners through Europol channels. And they are already deciding whether to deny these individuals access to their countries as potential terrorists.

– It is not only our law enforcement officers who are monitoring war criminals. Thanks to our cooperation with Europol, when such persons visit other countries as tourists, they are treated differently. They are paid attention to, monitored, what they do in the host country and with whom they meet,” explained Leonid Timchenko, Deputy Interior Minister.

“In addition to the National Police, other agencies also have access to the database: The Security Service of Ukraine, the Prosecutor General’s Office, the State Bureau of Investigation, the General Staff of the Armed Forces, the Defence Intelligence of Ukraine, the Foreign Intelligence Service, the State Border Guard Service, the State Penitentiary Service, the NABU, and the Bureau of Economic Security.

Representatives of these agencies can add to the database and exchange information during the investigation of Russian war crimes.

Recently, the United States provided Ukraine with autonomous drones with artificial intelligence technology to document war crimes committed by the Russian army.
