The Defense Forces of Ukraine are forming several new brigades, but the late and insufficient supply of weapons from the West will probably not allow them to be fully equipped, according to analysts of the Institute for the Study of War (ISW).

“Timely and adequate Western security assistance continues to be a decisive factor in determining when and to what extent Ukrainian forces will be able to seize the initiative on the battlefield and conduct operationally significant counteroffensive operations in the future,” the latest report says.
They recalled the interview of the President of Ukraine with the Bloomberg agency on July 3, in which he stated that the new counteroffensive of the Ukrainian military depends on the arming of the brigades.
And the commander of one of the brigades fighting in the Chasovyi Yar area noted that Ukrainian forces need ammunition more than manpower.
ISW believes that Ukraine will not be able to fully equip all future brigades without additional Western security assistance.
– The multi-month delay of Western aid exacerbated the challenges associated with the country’s mobilization efforts, – they emphasize.
And they add that Ukraine’s ability to carry out effective counteroffensive operations at the time it needs is of crucial importance for avoiding the prolongation of the war.
– Ukraine does not have the time and flexibility to wait for security assistance from the West to equip new units. Russian troops, most likely, are now trying to use the initiative on the entire front to force Kyiv to allocate personnel and material and technical means for current defense operations and to prevent the Defense Forces from accumulating the decisive number of personnel and resources necessary to oppose this initiative, – concluded in ISW.
