The administration of US President Joseph Biden is developing a plan to reform the UN Security Council in order to restore trust in the organization, writes The Washington Post.

According to the publication, Biden’s representative at the UN, Linda Thomas-Greenfield, is already holding consultations with diplomats of 193 member countries regarding the expansion of the Security Council, which may be announced before the annual meeting of world leaders in New York this fall.

The US proposal is to include in the Security Council six permanent members without giving them the right of veto. In this way, Biden wants to increase the influence of developing countries and take into account the frustration with the inability of the UN to contain global conflicts.

Since the creation of the United Nations after the Second World War, the United States, France, Great Britain, China and the Soviet Union (later Russia. – Ed.) as five permanent members of the Security Council have exercised the right of veto on matters of war and peace. The rotating members of the Security Council do not have such powers.

Biden insists on reform, despite the reluctance of authoritative states to cede their traditional influence.

On May 21, during the G7 summit, UN Secretary General António Guterres admitted that the Security Council is not fulfilling its functions , so it needs to be reformed.

According to him, in the face of economic upheavals caused by the pandemic and the Russian invasion of Ukraine, the Security Council failed to fulfill its obligations to the international community.
