Own army and additional guarantees: Arahamiya spoke about the concept of “fortified neutrality”

Ukraine will continue to be able to receive weapons from Western partners, as it was before the war and is during the war.
This was assured by the head of the Ukrainian negotiating delegation David Arakhamiya.
According to him, there is a concept of the so-called fortified neutrality, that is, you need to rely on your own army or additionally have guarantees.
It’s like in Switzerland and Israel – there is a reserve army, which can be mobilized in large numbers and give the necessary rebuff in case of aggression. It is very important to emphasize that we do not follow such a model, that we have neutrality, and therefore we have relaxed, we do not need an army, let our guarantors take care of us. No. Therefore, we like the concept of “fortified neutrality”, – Arakhamiya said.
He stressed that this would only mean strengthening the Ukrainian army.
As for the legal aspects of security guarantees for Ukraine, according to David Arakhamiya, Ukraine requires a certain safeguard.
Due to the fact that the Budapest Memorandum, as it turned out, does not work, the Ukrainian government is trying to play it safe twice.
First of all – legally, due to ratification. Secondly, there is such a term as “primacy”, that is, the advantage of international law over local legislation. Upon ratification, we require the approval that this agreement takes precedence over local legislation. Speaking conceptually, even the Russians themselves say that everything has become tougher. That is, we mentioned Article 5 of NATO, but we ourselves wrote even harshly, – David Arakhamiya said.
Earlier, David Arakhamiya, in an interview with Fox News, called on the West to provide Ukraine with air defense means. Then our country will deal with the occupier itself.
