UK intelligence names possible targets of Russian missile strike on 28 April

In the early morning hours of 28 April, Russia launched its first significant missile strike on Ukraine since early March 2023. The Ukrainian Air Force shot down most of the missiles, but three killed at least 27 people.
This was reported by the UK Ministry of Defence intelligence on Twitter.
The intelligence agency notes that Russia can no longer carry out massive attacks using a large number of missiles, as it did in the winter.
In addition, the 28 April attack was unlikely to have targeted Ukraine’s energy infrastructure.
It is possible that Russia was trying to intercept Ukrainian reserve units and recently delivered weapons to Ukraine.
According to British intelligence, Russia uses an inefficient targeting process. Russia is more interested in destroying the target than preventing collateral damage, including civilian casualties.
