Kislytsia explained how the Russian Federation could be excluded from the UN Security Council

To exclude the aggressor country Russia from the UN Security Council, the position of the organization’s permanent members on this issue must first change.

Ukraine’s permanent representative to the UN, Serhiy Kyslytsya, said this in a commentary to Voice of America when asked if there was any progress on removing Russia from the Security Council or blocking its permanent membership.

According to him, Ukraine’s position is that Russia is no longer a member of the UN Security Council because it is in place of the former Soviet Union.

At the same time, the permanent members of the UN Security Council do not like such statements from the Ukrainian side.

– I constantly hear a request not to focus on this. That is why I don’t see any legal perspective for solving the issue of removing Russia from the Security Council until the political position, in particular, of the permanent members of the Security Council, changes, – Kyslytsya said.

He explained that there could also be a political decision. In 1991, Russia automatically became a permanent member of the UN Security Council without any consultations, public meetings, and votes in the Security Council and General Assembly. The then-representative of the Soviet Union closed the meeting still in that role and opened the next one as Russia’s ambassador.

– It could be a political decision. It would then be an admission of the fallacy of their decision of December 1991, taken behind closed doors, – stressed Kyslytsya.

He specified that the biggest systemic changes in the regional or global security architecture occurred after wars. Kislitsa is convinced that after the defeat of Russia in the war against Ukraine and the entire civilized world, the international community “will have no other way out” and will revise the wording of the global security architecture.

– Otherwise, it will be a defeat for the collective civilized world, a repetition of the same systemic mistakes that were made for 30 years and led to the possibility of Russian aggression against Ukraine, – he concluded.

On October 12, the UN General Assembly voted for a draft resolution condemning Russia’s attempt to annex four regions of Ukraine. 143 countries supported the document. Russia itself, as well as Nicaragua, Belarus, Syria, and North Korea, traditionally voted against it.
