Can a man who has not served in the army be mobilized – expert’s answer

Ukraine is under martial law and general mobilization. Accordingly, men aged 18 to 60 years can be mobilized.

Fakty ICTV found out whether those who have not served in military service or military department can be mobilized.

Mobilization waves in Ukraine

From the day of the announcement of general mobilization, all men could be mobilized. However, in Ukraine there is a principle of priority, that is, the operational reserve is mobilized first, and then all others.

  • The first wave is the operational reserve. These are former servicemen under the age of 40 who have combat experience and have served in the army. These are mostly ATO veterans or JFO fighters.
  • The second wave is former servicemen who served in the army before 2014 or served under contract and were not included in the first queue.
  • The third wave is the mobilization reserve. Reserve officers and persons liable for military service who graduated from military departments of universities.
  • The fourth wave is the so-called public reserve. All citizens of Ukraine who have no restrictions on age and health are called up.

Accordingly, men who have not served in the army can be mobilized, but as a last resort. However, there are nuances here.

According to the lawyer Rostyslav Kravets, nobody particularly follows the mobilization queues.

– When there is a need to recruit people in certain regions, mobilization will be carried out there. Men who have never served in the army can be mobilized. And this is not the last thing that happens – the lawyer says.

How men who have not served in the army will be mobilized

The lawyer notes that in Ukraine the conscription age is from 18 to 27 years. If a person under 27 has not been in the army, he must be called up for military service.

According to the lawyer, if a man wants to volunteer, he can do it freely.

– If a man is over 27 years old, he can be mobilized even if he has no relevant military experience. Of course, according to the law, to participate in hostilities a person must have the appropriate ammunition and undergo military training, – Kravets said.

The expert adds that only those citizens should be sent to the combat zone who are ready for it and have the appropriate professional level, know how to use weapons and defend Ukraine.

It should be noted that a man, who has not served in the army, must be registered in the local territorial center of recruitment and social support (military commissariat).

Also, after the delivery of the summons, the man must report to the military commissariat at the appointed time and undergo a medical examination. Only after passing these stages he can be taken for service.

First, there will be military exercises, and then – deployment to service.
