He gave the order to bomb Vinnytsia: SBU exposes commander of Russian Black Sea Fleet

The Security Service of Ukraine (SBU) has served a new notice of suspicion to Russian Black Sea Fleet Commander Igor Osipov, who ordered the attack on Vinnytsia with Kalibr cruise missiles on 14 July 2022.
According to the SBU, on Osipov’s order, the enemy attacked the city with Kalibr missiles from a Russian warship based near Cape Fiolent on the Crimean peninsula.
It killed 29 people, including three children. Another 154 people sustained injuries of varying severity. Russian missiles destroyed 35 residential buildings, nearly 70 private cars and municipal vehicles.
Osipov was served a notice of suspicion of violation of the laws and customs of war, combined with premeditated murder committed by a group of persons (Article 28(2), Article 438(2) of the Criminal Code of Ukraine).
He was previously served a notice of suspicion under two articles of the Criminal Code of Ukraine:
- p. 2, Art. 437 (planning, preparation, initiation and conduct of aggressive war);
- p. 3, Art. 110 (encroachment on the territorial integrity and inviolability of Ukraine).
The pre-trial investigation is currently underway. The commander of the Russian Black Sea Fleet faces up to 15 years in prison or life imprisonment.
